Clinton’s Recent Growth
More than 70 Cost of Community Services (COCS) studies all over the United States show that residential development does not pay for itself. New residential growth drives even greater growth in municipal expenses. Clinton’s growth in recent years suggests that Clinton’s experience is consistent with this trend. Our population has grown. Our school enrollment has grown. Our annual budget has grown at a rate much greater than inflation.
